While that is a nice sketch of a horse and rider, I just don't "get it."

I don't see what purpose the colored bands serve in the image except to distract the viewer's eye, away from the figure.

Maybe that's the purpose, but, as a piece of "art," my opinion is that it fails because it's message, if any, is lost in the distractions.
