Does anyone know the details on this work of art?

details like artist, when it was made, the title of the piece, and what it was made with.

Yup, that's one of the well known works of Maurits Cornelis Escher. A Dutch graphic artists who lived till 1972. He is very well known for changing figures/patterns like these and "impossible" constructions. Here is "his" official website

Some of his work has also inspired other works like the labyrint in the movie Labyrint with David Bowie.

From what I can find out that one is the litho "reptielen" (reptiles) from 1943.

By the way, when you are on the site: have a look at the download page. Some nice animations there.
It's M.C. Escher. He's a Dutch artist who did a lot of similar stuff about 50 years ago. It maybe pencil or charcoal but I know he worked alot with woodcuts.
