Get either the Canon 350D, a.k.a. Digital Rebel XT, with the kit lens ($718 after rebate) or the Nikon D50 with the kit lens ($670). These are the entry level models by both companies. As the price suggests, the Canon is a bit more advanced.
For performance, ALL digital SLRs blow ALL compact or 'prosumer' cameras out of the water - even the bulky $1000 models with 10x optical zoom and tons of advanced features. I should know: I've used and cursed at the limitations of plenty of them. They may seem like a great deal, but without exception they're crap for taking action shots. I finally gave in and got a Nikon D200 myself. Perhaps I was spoilt though. I used to shoot with film SLRs, so I knew what a camera was SUPPOSED to be capable of.
Add $100 for a memory card, and you'll still have cash to spare for a second lens - a nice tele lens in the 70-200mm range.
The only reason to get a compact camera and suffer it's inherant limitations, is for the small size. And in that case, I suggest you get a comapact that really is small - one that will fit in your shirt pocket. If you go that route, you'll be set for under $300. I have had the Sony Cyber-shot DSC-P200 Digital Camera for three months.
You can buy it for less than 300 euros.
But you will need a case and a memory card. Together: up to 拢120 [拢75 for a 1Gb memorystick].

Sony have developed technologies that save on batteries and reduce dramatically battery expenditure.
As with so many of these modern digital products, high battery usage can really damage your pocket and the value of what you buy.
For me, battery life is currently the most important feature when choosing an electronic product.
My minidisc, for example, will run for over 30 hours on one charge. It knocks my MP3s into a cocked hat! Whereas my DAB radio consumes 2 AA batteries every 10 hours - giving a cost of 10p per hour to run!
On pixel size - a large number of pixels needs to be complemented by a quality lens.
Digital SLRs - look attractive - but when you change the lens, remember that dust on the electronics can be difficult to remove! At the moment, this problems appears not to have been completely solved.
Points against the Sony?
1) Because it is so light, there is a danger of picture shake.
2) The software is a little slow - thought this may be my desktop as much as anything else.
3) You cannot zoom in movie mode.
