Is it possible to get a quality camera......?

and if so what camera is that?

The short answer is yes. But there is a longer answer too.

What you are trying to do is control depth of field, basically the distance over which the lens is sharp. That effect is accomplished by adjusting the aperture or f-stop basically an iris inside the lens that determines how much light will be allowed to illuminate the sensor. The more you open the aperture, the less the lense will see sharply.

But there is another factor too. Wide angle lenses have a large depth of field and so it often doesn't matter what setting you make, you'll still have just about everything sharp. On the other hand telephoto lenses have a poor depth of field so if you open the aperture fully there chances are good the background will be fuzzy.

So that's what we're talking about.

As to the kind of camera that will do this for you, as previous people already said, you can easily do this with an SLR of any brand and price. They all allow you aperture control as well as many other controls and their lenses have a good aperture range.

But you can do this with a P&S camera too. You'd need to buy one that allows you to control the aperture of the lens. The higher end P&S cameras usually offer the ability to control shutter speed and aperture independently and also to operate manually. Unfortunately their lenses tend to be more on the wide angle side but if you zoom the lens out and open the aperture you should get the desired effect.

Unfortunately it's still not that simple. The other problem is focus, in automatic mode the camera will still try to focus your background.

So if you go for a P&S camera it has to be useable in manual mode so you can adjust aperture and shutter speed and it should have the capability to do spot focusing and, in an ideal world, also spot metering. It should have at least a 6x zoom. With those tools you can accomplish your goal at less cost.

If an SLR is in your future, Nikon and Canon are the brands of choice (I use Nikon) but again any brand will create the effect. The trick is the lens itself. You'd likely get a kit lens that starts with a wide angle (18mm) and then zooms out. If you get a lens that zooms at least to 70mm you'll have the effect too as you zoom out. At the short end (18mm) it would be tough to get that effect.

Thats mostly a commercial SLR camera which costs about 800 dollars and up. For 200 bucks you can get a 10.1 megapixel camera which takes very clear pictures. You may just want to get a 8 or something depending on the features you want.

it's not easy to do that with ps cameras. they don't have big sensor and big lens to do that.
a SLR camera will do that and they cost a lot more
