I love pictures and quality pictures. What kind of digital camera has the best zoom that doesnt have too many gadgets to try to figure out? The least bulky, and within your price range.
I know people who buy expensive 7-9 pixel cameras, and who never print them or enlarge them, they would be better with a 4 pixel type. I have a Polaroid and I recommend u to NOT buy it.
It runs out of battery real fast I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.
Good Luck

digital camera GUIDE
be sure to check titles on the left side
the guide should answer your questions You can spend $100 or over $5,000 with the info you have given. The best Canon and Nikon cameras, the body alone sell for $5,000 or more, can be set to shoot fully automatic and you don't have to do a thing but point.
What is your price range? What are you going to be shooting the most - scenic, people, family get togethers, etc? What do you mean by best zoom?
What about shutter lag? Is that acceptable to you? Do you want a pocket camera? One with changeable lens? A big zoom lens that is 10x or 12x?
Give us some help here and someone might be able to point you in the right directions.

You can see user reviews and a quick summary of many cameras. A good place for detailed reviews when you narrow your selection is dpreview.com.
You need to say a little more about how much you want to spend to help you out. Canon, Nikon and Fugi all have good quality. For good zoom check on these cameras being phased out.
Sony Cyber-shot DSC-H2 6 megapixels, 12X optical zoom
Fujifilm FinePix S5200 5 megapixels, 10X optical zoom
Canon S2 IS 5 megapixels, 12X optical zoom.
All have image stabilizer, give you excellent 8X10 print,at least very good on AA rechargeable batteries, and all have manual controls in addition to auto.
Look at Website dpreview.com for reviews and prices. Try this website:

This site shows the three new point and shot cameras with 18X zoom. Since I've never used any of the brands before, I can't tell you which one to pick. Choose for yourself. Casio Z75 or Z1050 is a great choice, nice and thin,
7.1-10.2MP, lightweight, shoots photos and video with sound. Easy to use controls and a 2.5" screen to view.
