Digital pocket camera with very higher lens power capacity for crystal clear photos even high price OK?When you say "pocket camera," that rules out a lot of cameras that would meet your other specifications.
I think the highest lens power you can put in your pocket is the Kodak V610 with an equivalent of 380 mm. I don't know that the pictures are "crystal clear," but this is about double the focal length of any other pocket camera I can find.
Go here and also look at the sample images to see if they are sharp enough for your purposes.

I don't know if this link will take you to the full-sized image, but here is one taken at 379 mm focal length. Be sure to use the magnifying feature to view it in full size. It should be so big that you can only see a small portion of the original on your screen at one time.

My personal pocket camera is the Canon Powershot SD900. It does not have anywhere near the zoom of the Kodak, but overall, I think it is a better camera. Here is one photo I put on-line that I took with the SD900. Click on "All Sizes" and view this as large as possible and check out the birds. (They are NOT digital noise!) Look at the tips of the branches of the trees to evaluate sharpness. This was taken right after sunset and there were no enhancements in afterprocessing.

An 8800 or something like that.
Other than that, 3X is the most you generally get in a small camera.
Smalest I've seen with big zoom recetly is Canon A710 or the Kodak 875 |
