How much optical zoom must a camera lens have to see 200 yards clearly?

I need to be able to see my company vehilces and drivers clearly from my office.

Any camera with a good lens, good sensor and decent focusing will easily display 200 yards away clearly. The real question is what do you want to fill the frame at 200 yards?

Any lens has a field of view. Imagine you are sitting at home plate in a baseball field and the area between the first and third base lines represents your field of view. It is a set number of degrees. A person standing very close to home plate will take up the entire frame. A person in the outfield is just a speck.

So, what do you want to have fill the frame at any given distance? If it is birds, you need a giant lens. If it is stock cars, not as much.

One final note: a 5x zoom might have a bigger field of view than a 4x zoom. This is because the 5x may have a very wide angle at one end and a moderate telephoto at the other end. While the 4x may have only a moderate wide angle at the low end and thus more of a telephoto on the high end. Look for something called 35mm equivalents.

So what are you wanting to take pictures of?
