What is the best digital camera with the most zoom for under $400?

I am looking for a digital camera with lots of zoom for under $400. I trust Canon but their zoom is rather small. Smaller is better as I have lost a few fingertips. Any ideas?

My consumer reports from July '06 says Canon Powershot A620 is $325 with 4X optical. Kodak EasyShare Z700 (I have this one and love it) is $245 with 5X optical. For subcompacts: Pentax Optio SV is $285 for 5X zoom.
