I bought a new canon camera SD1100 IS, now picasa is not the same?

I loaded the canon program and now when i send a picture, they are small and can not be inlarged.

You do not have your camera set at its highest resolution. You have to have a high resolution image file in order to make any enlarged photographic prints.

You have a fine camera, it is a shame to take low resolution images with it ... after all you paid good money for a high pixel count sensor and to use only 1/8th of it seems like a waste.

Shoot at the 3264 x 2448 pixel setting and then you will see much better image quality. If you do later want to re-size any of them for posting or attaching to email, then remember to save the new re-sized image as a new file name, so you don't overwrite your original file

If the reason you are using such small files is to get more on your SD memory card, just spend a few dollars and buy a 1GB or 2GB card ... they are under $25 each ...usually even less than that.
