Our child photographer claims you can, when she offered our kids a treat if they behaved for the session. She meant after the session. They took this to mean treat NOW and melted down when one wasnt provided. She claims this works for her all the time - which I think is a load of $@Q! Plus, our reading had said not to bribe with food, as this creates future bad eating habits associating food with rewards. So they basically hadnt been exposed to this concept.
I think it might work with a 2 year old if you just say you'll get a treat afterward. If you wave it in front of them it probably won't. I don't think offering foods as rewards causes eating disorders. Eating disorders stem from low self esteem and chaotic family environment. Well, if we offer something to my 19-month-old grandson, he will come for it if he you don't hand it to him right now. So, no, you wouldn't be able to say if you stand still and smile you get this. I don't know about a 2-year-old -- maybe, depends on the kid.
