don't really want a camera that works on film, but one thats digital but the pictures look like they came from film. I want to be able to use manual controls. You can just shoot your digital camera at the highest ISO available and it will break the image up somewhat. Beyond that, you can add some junk in Photoshop, etc.
Photoshop Elements 5.0 has film grain as a filter.
Filters > Artistic > Film Grain
Then you can specify grain size and you can even blow out the highlights as if it is overexposed to make it ultra contrasty.

Unfortunately for you, pretty much ALL digital cameras are so good that they do not create their own "grain" effect. You COULD get a VGA resolution camera and crop the heck out of the image. Go to my Flickr site and search tags for VGA and you'll see a couple. Maybe this is what you had in mind. Report It
you can do it with most cameras, if you want to do it on film get a camera off ebay
if you want grain use a grainy film like iso800 - 3200,
if your digital set the iso as high as you can like above,
