What apertures and ISO should I use for sunny weather, cloudy weather, etc.?

I'm trying to figure out how to use my manual camera and I have no idea what to do

Here's a simple sheet for you:
http://photo.net/bboard-uploads/00LpxC-3...

Here's the general guidelines, in case you can't see it:
ISO 200:
Bright/sunny with sand/snow, f/22 at 1/250 second

Bright sunny, normal scene, f/16 at 1/250 second
(called the Sunny 16 rule, which says shutter speed is 1/ISO at f/16 on a sunny day)

Cloudy bright, no distinct shadows: f/8 at 1/250

Heavy overcast: f/5.6

Open shade (person in shade, but light by large area of sky) f/5.6

If you use different ISO film, just keep the same apertures as above and change the shutter speed. Example:
ISO 400 film, change to 1/500 second (which is close to 1/400 which would be 1/ISO)

ISO 100 film, change to 1/125 second (close to 1/100)

If you use your light meter all will be revealed.

Generally the "sunny 16 rule" applies if you don't want to use your cameras light meter. f/16 at one over the ISO of your film (or sensor) in bright sun
