Thank you in Advance. 1. You would need a webcam to do live streaming. Digital cameras are for recording video and playing it back later, not live.

2a. Yes it can be password protected, the level of security depending on your web hosting provider and the features they support. Usually this is not managed by the web cam software but rather your website.
