PAL to NTSC 4.43 Digital Video conversion -- how to reduce motion judder (strobe) on camera moving shots?

We have shot an entire TV series on DV PAL (600 minutes of programming) and need to convert the same to NTSC 4.43, followed by output on (MPEG-2 encoded) DVD. Most (if not all) camera moving shots (pans/tilts, etc) result in a very disturbing shake/strobe/judder.

1. Are there any good software/hardware solutions out there which can help us?
2. Would converting to NTSC Digibeta first and then downstepping to DV help?

We are a production unit based in India. Any helpful answers would be much appreciated!

I will try. I think you are describing compression artifact. Maybe you can try with a small section of the video and try to do the conversion from un-compressioned video. I usually use simple programs to do this converison, such as TMPGEnc. They are free and flexible (if you know how to write script and config).
