Digital Photo Software?

What is the best digital photography software for making projects like digital frames and scrapbooks/photo album pages?

Since thats all you want to do i would recommend photoshop elements its a pretty cheap program and its pretty powerfull. Also I recommend using Adobe products.

I use PhotoShop for digital frames. Mats, too. Here's a quickie I threw together:
