The best you can afford. Photoshop is extremely processor intensive so get the fastest you can afford. RAM is next important so you'll want 2GB minimum or 4GB preferable. Video RAM is not very important for photo editing so you can safely skimp on the video card as long as you've got something half decent you'll be all set.

If your intention is to use the computer mainly for digital photography and wish to get the best results then a Mac computer is your answer. For photography & Music go for the Mac.

Go ahead and post this question in the photography section just to see how the answers might differ. I don't know anything, but I'd imagine that you'd need a special monitor, like radiologists use now-a-days.
