What is the difference between spot metering and spot focus?

What is the difference between spot metering and spot focus? and what situation I better use one instead of another?

For example I want to get a picture where only one small part in focus and the rest of the photo is blurred. So what should I use? I tried different combinations but can't get results that I want. My camera is Panasonic TZ5.

Spot metering is when the camera's light meter only reads the very center 5% of viewable area to determine exposure. This has more than a few uses. For instance, if you're taking a picture of a stage with a very dark background, if you meter for directly off of the stage, the rest of the picture will be dark, but the stage (the most important part) will be metered correctly.

Spot focus is the camera again using a very narrow area to determine the focus.

What you are trying to achieve with your camera is basically a narrow depth in field. This is only achieved with three factors - A large focal plane (image sensor/film) and a wide aperture (f4 and below). I'm not entirely familiar with your camera, but given it's a point and shoot, that effect may be slightly hard to do because of a smaller image capture surface. This is one of the biggest factors in depth in field, and given how most point and shoots have sensors roughly the size of a postage stamp, give or take, selective depth in field is very difficult.
