Can you photographers and photo editors please help me figure out how to get this kind of effect on a photo?

Here is a photo link to Amazon.com, the picture has a really saturated almost "painting-like" effect to it. How is this done?

The information you want is right there with the image " EF 28-135mm, fill flash." No tricks, just good photography.

turn the flash off, and make sure you have good focus

it takes practice :]

Increase the saturation until you're happy with the result. That's it, there's no secret voodoo magic to that picture.

Also if you notice the area directly focused on is at the center of the area so the outer flowers appear to blur.

Well, the one thing to remember is the depth of field. If you have a zoom lens (and hopefully a tripod) put yourself a bit in the distance, place the camera on a nice angle and then zoom in, you will notice the depth of field will get shorter and shorter. When you're happy with that, doble check for composition and take a snap.
According to the photographer, fill flash was used. If that's the case (and I don't see why it shouldn't) select 'fill flash' on your camera or if you have a standard camera-mounted flash try to soften it a bit by covering it very thin paper - rizla cigarette papers are perfect) Ideally you'd need a detachable flash so to direct it properly.
Then it comes photoshop, play with the picture by adjusting contrast, levels, colour.

if by painting effect you mean how the background is blurred, then you need to change the aperture of the camera before taking the photo. This one was done with a small aperture number (f6 ish meybe i dunno im not rly a pro), meaning the lens was wide open. For best effects when doing depth of field shots its best to get a small distance between you and the thing you'e focusing on rather than gettin right up to it. zoom in on it and adjust the focus manually (auto is sh!t) so that you have the right part of the photo in focus.

and as the caption says, use fill flash. n he probly done some editing in photoshop tbh by looking at his other photos he must have. probably just increased contrast or something. its rly not hard.
