if you really actually like this hairstyle, which i personally don't...

make sure you're hair is long enough to do it. get a curling iron, and open it up and wrap just half of your hair around the barrrel of the iron then close it, wait a few seconds and it should work. if you have wavy-ish hair, then use a straightener on the ends. hope it works.

i'm actually not really sureee. well, heidi's hair is naturally straight, so she must have curled it, and then just straightened out the ends. give that a try! lol

use a 1'' curling iron. then put the curling iron about 3 or 4 inches or however long your hair is from the tips.. you just pretty much dont curl the whole strand of hair.. hard to explain..

Take the pic to a hair dresser, They will know it your hair can be adjusted to that look.

I would say she put her hair in rollers and left the ends sticking out of the rollers.

depending on your hair- if its straight, use either curlers or straighteners to curl your hair & either do it to a certain point or curl it all then straighten the ends (:
