Windows Photo Gallery?

The problem I have is that it's not like the XP picture viewer. I want to open a picture and it never does with this program. it just sends me to the gallery and shows all the pictures I have but not the one I just tried opening. When i double click a picture I just want a normal picture viewe where I can see the picture I double clicked immediately, and have those arrows avaiable so that I can view the next or previous picture. How can I make the photo gallery do that or which program should I use for that?

oh I'm not really looking for another way to organize, just view them faster and not all at once, just individually.

I use Picassa (by Google). It works much better, and can do some nice basic editing too.
