Hire someone that knows how to do the business. You take the pictures.
Rent an office space, buy a camera, hang a big blue cloth on one of the walls. Advertise.
lol - you are asking as if you are asking how to litter train a dog. There are whole books on this subject (or starting any business in general) - so what space is provided by yahoo is quite limited. Also, as there are many types of photography businesses (event photographers, wedding photographers, portrait photographers, stock photographers, etc) it's hard to figure out what steps to provide you. So, I'll provide the most generic steps for a studio based business and a nonstudio based business.

Studio Based
1. Learn photography
2. Rent a studio location
3. Purchase all photography equipment
4. Purchase all technical equipment
5. Purchase all needed software
6. Find a lab (if you aren't printing your own).
7. Set up studio
8. Promote studio
9. build client base

Non Studio
1. Learn photography
2. Purchase equipment
3. Purchase software
4. Purchase hardware
5. Promote business
6. Build customer base

Again - the above steps are to be taken very light hearted, as starting a business is neither easy or quick. There is a lot of knowledge that is required to start a business along with a lot of resources and personal time.

1. Apprentice with a successful pro for at least two years.

2. If you have any doubts about your business skills, find a partner who can do that aspect while you shoot the pix.

3. If you are going for commercial (corporate or product), assess your schmoozing skills and if you are lacking, hire a rep who isn't.

4. Be aware that with the dawn of digital there are hundreds of people who will shoot a job for less than you. Price accordingly.

5. Never lose your passion for shooting great images. If you do, close up shop and go home.
