What kind of program do I need to take one long video clip and break it down into smaller clips?

I have a fifteen minute long video clip shot on my digital camera. I need to break it down into at least two clips.

Almost every software editing programme will do that for you - if you have a recent PC it should have a copy of Windows Moviemaker on it - that will do it for you.
