What is the best digital camera to buy on a small budget?
I need to take pics and also get about 5 minutes of video footage (mpeg) to send home to the folks week by week. I don't want to spend more than 拢100 and would liek it to be USB compatible.

This is much better than just getting people to tell which cameras THEY like. I like casios personally they are really good value and I havnt been let down by one at all and i've had a few. Out of all the digital cameras i've had casios are my favourite Brand isn't as important as features are. When I researched digicams for myself, I learned a lot about what to look for. Things like optical zoom vs digital zoom (Digital zoom refers to how big you can resize it on your screen. Optical zoom refers to actual lens zooming, like on a regular camera. The higher the optical zoom, the more you can zoom in or out.) and battery performance, how much storage you can add, ease of use, size, etc. Try checking websites (Cnet, Amazon, Circuit City, etc) that sell digital cameras for user reviews. They're also a good indication on how well a camera will perform.
If you have electronics or big box stores (Like Walmart, Circuit City, Best Buy in the US) go and check some out. Find one that fits your price range, feature requirements and size. Then go online and research the best price. It might take some extra legwork, but it's worth it to have all the facts. What might work well for one person might not work well for someone else.
