What's the best digital camera for under $250?

I want one that's slim and very small and can take pictures in motion. Also, it has to have a pretty big screen.

If you want to look for yourself, try to find pictures with a high shutter speed, at least a 6mp and Image Stabilization...
try going to http://flickr.com and click on search without typing anything in...there will be the advanced search option and the camera search...do the camera search and check out the quality of the pictures from the cameras you like. Excellent way of researching.

And I'm sorry but I am just not really into Nikon cameras, from what I've seen the picture quality is not that wonderful.
