Where to put stuff for a carnival?

I'm gonna bring my cell(call my parents to pick me up)
camera (take pictures obviously)
and my wallet(money, ID etc)
do you think it would be safe if i put it in a small backpack?
(like a jansport one?)
I will be going with friends and i do intend on going on the carnival rides

A small back-pack, like you're suggesting is a very good idea.

Here's another option -- do you have cargo shorts/pants? All of those little pockets are very useful.

One more tip (not related), bring a couple of small zip-lock bags (for your phone and wallet), just in case you intend on going on any water rides.

you will have to leave the backpack with the ride operators on several rides. it is a good idea to have a back pack or some container with you for the stuff you want to take home.
