Which side of this capacitor is positive?

My camera can't take clear pictures of something so small, so i'll just describe it:
Across the side, there is this black thing covering most of the capacitor saying: (In order)
10v
220uF
> 0 > 0
Samcon
(M) 85 C

Its small, 1.2cm high a cylinder, the top of it looks like some metal. (the top is also shiny.) The 0 > 0 > is above a wire.

not all caps have positive and negative.
only elecrolytic ones.
usually, the negative is on top of the writing, or before it, depending on the orientation of the script.

10v is the voltage rating
220uF is the capacitance
85C is the operating temperature
samcon is the manufacturer

as you have not mentioned a black stripe around one end, (neg), i would assume it is not electrolytic, and can be fitted either way.

without seeing the circuit, it is difficult to tell.

Longer leg is always positive. I always think about it by remembering that + needs more lines than -

If one leg is marked by a white strip on the side or something like that it should be the negative leg.

edit: Good point Yorkie, it doesn't nessarily have to have a positive or negative leg and if not can be inserted either way.
