I would start by scouting locations, go into hotels, banks, old office buildings, you are in the right cities for this type of setting, you just need to find it. Then you need to find out if you would be allowed to photograph there, be sure to know your date, time you need to be in there, what permits you will need if any, fees, etc. Then you tell your photographer that this will be the location that your photos will occur at. Its usually not the photographer that secures locations, that leg work is usually done by the customer.
