On Craigslist you would want to post an ad under "gigs" for a photographer. Be specific as to the date and time, how much time is expected, etc. They also have an "items wanted" section for the rest of it. Source(s): http://london.craigslist.org/
As far as photography goes I suggest you have their first project of the year be taking photos of that party and seeing the best ones. As far as cars go try http://www.chauffeur-limo.com . If you can't find a budget chocolate fountain try looking for a budget 4-cheese one, they're less popular, and cheaper.
